       AUDIT REPORT 





     

 

ABOUT THE MUNICIPALITY

This municipality comprising of urban, semi urban and rural population. It is to mention here that a small percentage of population Uluberia Municipality has started functioning since 1984.Having an area of 34 sqkm and a population of above 2 lakhs (source 2001, 2011 census) with the geographical barrier the Ganges on one side and huge rural area on its three sides. Though Uluberia once upon a time considered jute and allied industrial belt, the basic nature of the citizen remains as semi- feudal still depends on agriculture. Rest of the population depends on partly secondary and tertiary sectors.
Going through the ward wise survey and workshops conducted in different wards it is revealed that the majority of the population wants basic municipal services like potable filtered water, sanitation drainage roads culverts and bridges, electrification specially street lightings.
With the advent of new-sophisticated industries with in and around the municipality, this municipality demands a special consideration while preparation of planning documents and planning assistance.
Mixing of impending activities of the proposed townships and industries and traditional activities of the municipality will create a complicated and complex situation in near future for which a thoughtful approach and innovative planning is required. The basic objective and emphasis in preparation of plan would be a balanced one. 
Uluberia Municipality is mainly a residential town. Being the sub-divisional head quarter, Uluberia municipality extends its influence into the neighborhood gram panchayat like Bagnan and Andul area. Apart from commercial center, Uluberia also provides access to administrative, medical and educational services to the region of the Howrah District. People from the nearby villages visit the municipality for social and economic services.

Location : The municipal town of uluberia is located on West bank of River Hooghly and is situated at a distance of 34 Km from Howrah railway station. The town is delineated by the rural Mouzas under Gram Panchayat on the north, west, south and on the east and southeast by the river Hooghly. Latitude and Longitude of the municipality 22048’ N and 88023’ E. respectively.

Municipality area : 33.72 sq. km

Population: 173555 ( as per 1991 census ), 202135( as per 2001 census ), 232290 ( as per 2011 census )

EXITSTING LAND USE :
The existing land use pattern of the town is mixed one. There is no such area, which can be exclusively termed as commercial, industrials residential or office zone. Every thing   has been developed admixing one to another. However the town is predominantly residential.

Formation of Municipality:

After independence, in 1982 August the Uluberia Municipality had been formed with 16 commissioners. In 1998, 11 September honorable Minister of Municipality and Urban Development inaugurated a new building of municipality, Government of West Bengal.
